Let's see if I have this right. The parents of a 5 year old boy bought him a rifle. A .22. They always keep it in a safe place - so they say. They never leave it sitting around loaded - so they say. It has a child safety lock on it that they use - so they say. Yet, that 5 year old boy picked up the gun he "owned," and accidentally shot his 2-year old sister to death in an accident that even relatives talk about as being "unfortunate," but not touching on the fact that..... Nobody in their right mind buys a gun for a 5-year old, unless they are totally stupid! Nobody leaves a gun around that a kid can get his/her hands on "ever." Child locks work, don't tell us the damned thing was properly in place when the kid grabbed the gun - it wasn't. Why in hell would they ever be so stupid as to allow the gun to be loaded. These people should face criminal neglect for what they allowed to happen, and given stiff sentences in prison for endangering their family like they did. I don't want to hear how this is a "God fearing family" from the media, or how the little girl sat around and prayed, and sang hymns. I want to hear what the state of Kentucky is going to do to end such stupidity. Oh.... I forgot.... they're dead set against gun control. www.cnn.com/2013/05/01/us/kentucky-accidential-shooting/index.html

Agreed that they should face charges (and sucks when it happens to a child due to the parent's own stupidity). They should also face restrictions on their own gun ownership going forward (if allowing them to carry at all anymore at all). They are obviously not responsible enough to own firearms.

The Development of a Child:
Intuitive Phase
(4-7 years) Speech becomes more social, less egocentric. The child has an intuitive grasp of logical concepts in some areas. However, there is still a tendency to focus attention on one aspect of an object while ignoring others. Concepts formed are crude and irreversible. Easy to believe in magical increase, decrease, disappearance. Reality not firm. Perceptions dominate judgment. In moral-ethical realm, the child is not able to show principles underlying best behavior. Rules of a game not develop, only uses simple do’s and don’ts imposed by authority.
Children hunting at this age typically are hunting unicorns and talking rabbits.
Best advice: Keep guns out of the hands of children until they are , at least, twelve. If they live in the city, set the minimum age to 18. JMHO with a requirement to undergo gun training.
