New Orleans is corrupt. The police being the worst. Unless things have changed, they were getting sub-poverty level wages, so cops made up the difference by taking bribes, etc. This will show you how it all came about, and pretty much has stayed the course. It's not just black corruption in NO. The white politicians, city officials, and police are just as bad.
