what is your opinion on people who own dogs and let them outside and allows them to bark in between the hours of 10 pm and 7 am, I own dogs, you can train them, also, i never allow my dogs to go outside in the city unleashed without proper fencing or I.D. and I certainly will not allow my animal to bark from 10 pm to 7 am, Now you know how i feel,, what do you all feel? really, I have children that are awakened and then must go back to sleep and then go to school ,,

Call the cops, lodge a complaint. There are more than likely laws in your community that regulate this situation.
We've run into that at our summer place in Wisconsin, and people are verbally warned, with a written report the first time, the second time given a final warning, and if a third time is required, they are told that if the noise persists, they will pay a fine that starts at $189, and doubles each time thereafter.
Needless to say, after the $189 fine, people think seriously about it stopping.

We do have a city ordence, it states no barking dogs from 10 pm to 7 am. but for some unknown reason it also states that the animal must bark for 10 mins or more to be considered breaking the ordinace?? dumb, this B----, knows the rules and will let thme howel for 10 mins and call them in and do it again in another hour or two. all night long, try going back to sleep, It is my daughter that really needs the sleep for school, it makes me angry. plus this person is on Govet, ass. so fine her, and who in the round about way is paying the fine? me.

There are other things that can be applied. Do they have the dogs licensed? Have they been kept up on their innoculations? This would be checked, if a complaint is filed. Also, it would bring other facts to light, putting them in "the spotlight" so to speak, and if they are on assistance, they might not like being there, therefore, would do something to get the dogs to quit barking.
Even if they don't bark over 10 minutes at one time, it becomes a nuisance, and they can be charged with that, after a few calls.
There's always more to it than the tip of the iceberg. A complaint that it happens repeatedly, sometimes longer than 10 minutes, sometimes a little less, and as often as every hour during most of the night, making it a disturbance.
