1. Bush Sr was the one who did the negotiations out front. Clinton signed the agreement after Congress ratified it.
2. The majority of NAFTA supporters were Republicans in both halls of Congress.
In my opinion, it was a stupid agreement by both sides of the political aisle. They sold small American businesses down the creek to support the large business interests.
What's next for the businesses who moved to Mexico? It's already started! Protection money paid to the cartels, to insure the businesses are "safe." It's already began, and it's going to be interesting seeing how these companies handle it on their own, because I don't believe American law enforcement, military, or anything beyond "diplomatic protests" should be involved.

Totally agree Dude.
It is true that Bush Sr. negotiated, but Clinton ardently supported it, to the point that he sent Pinochio to Larry King to slap H. Ross Perot around. Ultimately, Gore won the public debate, but Perot was right when he said, "You're going to hear a giant sucking sound..."
I must also add that Clinton was very suave in stealing Republican ideas and making them his own. From NAFTA to Welfare, Clinton was the man that infuriated Newt time and time again.
I miss those days when I hated Republicans with great disdain.
Yet, as life teaches us, we all gotta grow up some day.
